Somaliland’s Decision: Ethiopian Consulate to Remain Open, Strengthening Ties
The rift between Somalia’s central government and its semi-autonomous regions, Somaliland and Puntland, has deepened following Mogadishu’s decision to close two Ethiopian consulates. This move comes in response to the expulsion of the Ethiopian ambassador by Somalia, accusing Ethiopia of meddling in its internal affairs and violating its sovereignty.
The catalyst for this escalation was a contentious port agreement between Ethiopia and Somaliland, which had been straining diplomatic relations for months. Tensions were further exacerbated when an Ethiopian delegation engaged with Puntland officials in Addis Ababa earlier in the week.
The consulates targeted for closure by Somalia are located in Hargeisa and Garowe, the respective capitals of Somaliland and Puntland. In defiance of Somalia’s directive, both regions have vowed to keep the consulates open, asserting their autonomy and rejecting Mogadishu’s authority.
Rhoda Elmi, Somaliland’s deputy foreign minister, affirmed their stance, stating that the embassy would continue operations despite Mogadishu’s objections. Similarly, Puntland’s information minister, Mohamud Aydid Dirir, dismissed Somalia’s decision, asserting its ineffectiveness.
The tension between Somalia and Ethiopia escalated in January when Ethiopia signed a lease agreement with Somaliland for a 20km strip of coastline to construct a naval base. Somalia condemned this deal as a violation of its territorial sovereignty, a claim that Ethiopia refutes.
As the diplomatic standoff persists, it underscores the complex dynamics within the Horn of Africa region. The dispute not only reflects longstanding grievances and power struggles but also highlights the strategic interests at play, particularly regarding maritime security and geopolitical influence. Amidst these tensions, efforts to de-escalate and find diplomatic solutions remain crucial to avoid further destabilization in the region.
