Moscow Talks: Mali and Russia Ministers of Foreign Affairs in High-Level Meeting

Mali’s Foreign Minister, Abdoulaye Diop, held talks with his Russian counterpart, Sergei Lavrov, in Moscow, where both leaders expressed their commitment to enhancing bilateral security cooperation. The discussions included the active involvement of Russian private military contractors, particularly the Wagner group, in supporting the Malian army’s efforts against separatist Tuareg forces in northern Mali, notably in Kidal, towards the end of the previous year.

Sergey Lavrov emphasized the ongoing collaboration in the military and military-technical spheres, highlighting the positive impact of Russian instructors in strengthening Mali’s defense capabilities. The training of Malian armed forces personnel on Russian soil and the supply of Russian military equipment were cited as crucial elements contributing to this partnership.

Turning to the humanitarian aspect, Lavrov disclosed that Moscow had delivered substantial aid to Mali, providing 25,000 tons of wheat and 17,000 tons of fuel in January alone. This assistance is particularly crucial given Mali’s financial challenges, exacerbated by a deadly Islamist insurgency that has gripped the Sahel region since 2012, coupled with the impact of regional sanctions.

The Russian Foreign Minister assured continued support for Mali’s humanitarian needs, citing previous shipments of wheat and fertilizers in substantial quantities. Lavrov acknowledged the gratitude expressed by Mali for the assistance provided, underscoring Russia’s commitment to sustaining such aid in the face of the ongoing challenges.

Mali’s struggle against Islamist extremism and the broader security crisis in the Sahel region have drawn international attention, with Russia positioning itself as a partner in both military and humanitarian aspects. The discussions between the foreign ministers underscore the deepening ties between Moscow and Bamako, signaling a collaborative effort to address Mali’s multifaceted challenges.
